I did not go into the project with a set budget in mind but I was able to finish the project for around $300.  Now that price could easily go up if you were to install a border or larger plants.  I purposely chose discounted plants such as the knockout roses I got for $3 each.  I also chose 1 gallon plants in some cases instead of the more expensive 3 gallon options.  Overall, I was happy with how the project turned out.
